Strengthening Livelihood Security for Poor Micro-entrepreneurs program is funded by the United States Agency for International Development (USAID) for a three-year period of 2009 to 2012. The program is implemented in five districts of Dili, Manufahi, Aileu, Liquica and Ainaro.
This program aims to strengthen the livelihood security of poor Timorese farmer households through the provision of supports to the ongoing economic activities. It also targets households with youth living with HIV and women running home-made handicraft production.
Chicken farming and homestead production are two main focuses of intervention sector. For the target farmer households whose female family members are also involved in home-made handicraft production, Church World Service provides capacity building activities related to art industry. As for the youth farmer groups, the program also establishes a job search and employment center, located in CWS Dili office, that functions to update information on employment links with various institutions in East Timor.
In the program, cluster approach that groups the target micro-entrepreneurs, which have the same type of economic activity and are operationally close to each other in an area is applied. The cluster allows the groups to implement collective efficiency through one integrated trading chain mechanism tailored specifically for each type of livelihood.
For sustainability, the program focuses on improving market linkages and revitalizing local and village/sub-district markets for the farmers too. Further, it develops post-harvest handling to maintain quality and hygiene of the products to attract consumers.
Church World Service establishes coordination and regular contact with relevant government units in East Timor to make sure that the program as well as its best practices can be integrated into the government’s development planning. The program also seeks for joint initiatives with both national and international organizations to enable program scaling up and reciprocal partnerships.
